THE COUNCIL SECRETARY

Oversees and manage the operations of the Council in order to ensure effective delivery of quality services to the community.

Strategic Management

Oversees and coordinates effectively strategic management in order to align operations to the strategic direction of the Council.

Human Resource Management and Development

Oversees and manages effectively the human resource management and development functions in order to optimize utilization of human resource and enhance staff performance.

Public Relations

Oversees the management of the public relations function to ensure effective communication of information between the council and the general public.

Resource Mobilization

Oversees effectively the mobilization of financial and other resources in order to enhance smooth operations of the Council.

PROCUREMENT UNIT

Undertakes the procurement of goods and services in order to ensure smooth operations of the Council.

Procurement- Undertakes efficiently the procurement of goods and services in order to ensure availability of materials for operational and maintenance requirements.

Secretarial Services- Undertakes effectively the provision of secretarial services to the Procurement Committee in order to facilitate implementation of procurement decisions.

LEGAL UNIT

Provides Legal Services to the Council in order to ensure that it operates within the legal framework.

Litigation- Manages and undertakes timely presentation of court matters in order to safeguard Council interests.

Prosecution- Oversee timely prosecution of criminal offenses pursuant to the Local Government Act and other related legislation in order to enhance compliance.

Deeds Register– Oversee effective maintenance of the Deeds Register in order to facilitate property ownership.

Licensing- Oversee effective issuance of licenses in order to regulate the conduct of business.

INTERNAL AUDIT UNIT

Manages internal audit operations to ensure internal controls are adhered to and safeguard Council assets.

Internal audit reports- Oversees timely preparation of internal audit reports in order to facilitate decision making and manages effectively and timely audit assignments to ensure adherence to internal controls.

PUBLIC RELATIONS UNIT

Undertakes dissemination of information to the public in order to have effective communication between the public and the Council.

Media reports- Undertakes timely the compilation of media and other reports on the operations of the Council in order to inform and educate the Public.

Queries- Undertakes timely and accurately, responses to press and public queries in order to facilitate decision making. To handle any queries in a timely way.

Publications- Undertakes timely the production of news articles in order to disseminate information within and outside the Council.

To inform and educate the public about matters of development in the district.

Press Releases- Undertakes timely sensitization of Council programmes in order to enhance public awareness by informing and educating the public to enhance public awareness about the affairs of the council.

Information Communications Technology (ICT) Unit

The section provides ICT support services to improve operations and service delivery for the Local Authority. Key responsibilities include:

  • Design and Administration of Computerized Systems.
  • Provide Training for staff.
  • Research and Development.
  • Disaster Recovery.
  • Website Administration.
  • Hardware and Software Administration/Management.
  • Network Management.
Planning

Department Of Planning

The Department is under the leadership of The Director Planning who oversees all the activities of the Department. The role of planning department is to plan the overall layout of the district, upgrading of shanty areas to modern standards, setting up of township boundaries, coming up with standard building plans which have to be adopted by everyone building, land distribution, HIV/AIDS, gender and human rights sensitisation, and community development activities. Through the section of public health, ensure a clean, healthy and green environment.

To coordinate environmental and socio-economic planning in order to attain coordinated development in the District

 

TASKS:

 

Environmental Mainstreaming

Ensures effectively the mainstreaming of environmental concerns in the District plans and programmes in order to enhance sustainable development.

Socio-Economic Planning

Coordinates effectively socio-economic planning in order to enhance implementation of District development plans and programmes.

Monitoring and Evaluation

Coordinates effectively the monitoring and evaluation of District development programmes in order to facilitate implementation of appropriate interventions.

Physical Planning

Coordinates effectively land use planning in order to achieve coordinated development and aesthetically acceptable local environment.

Survey

Coordinates effectively the determination and re-establishment of property boundaries in order to guide land ownership limits.

Building Inspectorate

Coordinates effectively the enforcement of relevant laws by the buildings inspectorate in order to ensure compliance with building standards and regulations

Performance Management

Manages effectively the implementation of performance management system in order to improve and sustain performance.

Management

Manages the human, financial and material resources to enhance the operations of the section.

Engineering

Department Of Engineering

The role of this department is to facilitate engineering services such as; feeder roads, borehole drilling, inspection of buildings, scrutinizing building plans to make sure it’s the required standard, providing burial site, fire brigade services, maintenance of plant and machinery.

 

TASKS:

Fire Services

Oversees effectively the provision of fire services in the District in order to prevent loss of life and destruction of property by fire.

Parks and Gardens

Coordinates efficiently the creation and maintenance of parks and gardens in order in order to provide recreational facilities and beautify the city. 

Mechanical Workshop

Oversees efficiently the operations of the mechanical workshop in order to ensure the repair and maintenance of the council’s fleet of vehicles and machinery.

Electrical

Oversees efficiently the installation and maintenance of electrical systems in the City road network and general council infrastructure in order to facilitate the operations and safety of the public.

Roads and Drainage

Oversees efficiently the construction and maintenance of roads and drainage in order to facilitate movement of people and goods and increase the lifespan of the roads.

Buildings Maintenance

Oversees efficiently the maintenance of Municipal buildings in order to ensure safety of buildings and prolong their lifespan.

Quantity Survey

Oversees the Quantifying process and General Procurement of Projects in order to create value for Money.

Architectural

Oversees effectively the provision of architectural services in order to ensure adherence to architectural standards and design of Municipal buildings.

Department of Social Welfare

Department of Social Welfare

 

MANDATE

“To enhance and protect the quality of life of individuals, families and communities. This involves responding to concerns such as extreme poverty, HIVAIDS, disability, old age, and disintegration of the extended family by providing essential social services to the poor and vulnerable’’.

The Department of Social Welfare is responsible for the provision and promotion of quality social welfare services aimed at alleviating poverty, reducing destitution, promoting family values and reducing juvenile delinquency.

The Ministry of Community Development and Social Services through the Department of Social Welfare has the responsibility and mandate of providing social protection services to the vulnerable and incapacitated individuals, families, households and communities. The Ministry through the Department is primarily concerned with providing assistance to those living in extreme poverty, affected with HIV and AIDS, disability, old age, vulnerable children and orphans. The Department of Social Welfare aims at providing such disadvantaged individuals and groups with essential social services to society, while also addressing juvenile delinquency and crime such as, domestic violence, human trafficking and other aspects that affect the wellbeing of society on a daily basis.

The Department provides social welfare services under two main service areas: Statutory and Non-Statutory Services.

 

Functions and Objectives of the Department

  • To empower the low capacity households in order to improve their productivity and livelihoods.
  • To provide social assistance to incapacitated individuals and households in order to reduce extreme poverty.
  • To rehabilitate, care and protect Juveniles and children in need in order to reduce delinquency and promote their well-being.
  • To rehabilitate and capacitate persons with disabilities in order to enhance equitable participation in national development.
